But if the actual outcomes from school-choice programs fail to live up to the rhetoric or the theory, the disappointment risks derailing the pursuit of greater educational opportunities for millions of American children. Rather than declaring that choice is the surest way to break the cycle of poverty, policymakers serious about making school choice work should instead set about creating the conditions necessary for a thriving marketplace to develop.”
